### Describe the enhancement requested
As discussed on https://github.com/apache/arrow/pull/36221#discussion_r1237840408 and similar to https://github.com/apache/arrow/issues/35896 would be good to refactor the docker push steps into its own action to be called from the different workflows to remove code duplication.
