Description

As per , create a documentation article outlining Arrow's usage, touching at a very high level on multiple components, linking to relevant further reading. This has minimal explanation of what's actually happening, see for inspiration.

**Note**: *This issue was originally created as [ARROW-17376](https://issues.apache.org/jira/browse/ARROW-17376). Please see the [migration documentation](https://github.com/apache/arrow/issues/14542) for further details.*

Research direction

Read the linked Google design document and the Dask “10 minutes” article for the intended structure and level of detail. Create an Arrow documentation article that introduces usage across multiple components with minimal implementation explanation and links to relevant further reading; it is done when that overview is published in the documentation.
