### Describe the enhancement requested
Java `ListView` integration will contain multiple steps as described in https://github.com/apache/arrow-java/issues/102.
Thus supporting JDBC is an important milestone. Here the `ColumbBinderArrowTypeVisitor` requires a `ListViewBinder` implementation similar to that of `ListBinder` done for `ListVector`.
