[Go][Parquet] Encryption/Decryption failures

### Describe the bug, including details regarding any error messages, version, and platform.

There seems to be a discrepancy between files encrypted by [PyArrow](https://arrow.apache.org/docs/python/index.html) and arrow-go. No scenario with encryption in one library and decryption in the other seems to work for me.

Related to https://github.com/apache/arrow-go/issues/540 , which is currently blocked until this is resolved.
