Investigate PR templates

I'd like to see that PRs link to an issue (if applicable, I don't think creating an issue is necessary to submit a PR). Is there anything else we might want to make sure we include in a PR?

Review the repository's existing pull request process and determine what information a PR template should request, including an issue link when applicable. Done means the maintainers agree on the required guidance and the proposed template contents, with no unresolved questions about whether issue creation is necessary.
