csharp/src/Drivers/Apache: Rename this project and add NuGet creation

The name "Apache.Arrow.Adbc.Drivers.Apache" isn't very meaningful. I'd propose "Apache.Arrow.Adbc.Drivers.HiveServer2" as an alternative but am open to other suggestions. The name should be finalized before we publish a NuGet package in order to avoid confusion.

Start by reviewing csharp/src/Drivers/Apache and the repository's existing NuGet-related configuration or packaging entry points. Confirm the replacement project name, identify all references that must change, and determine what NuGet creation requires. Done means the project has an agreed name and a functioning NuGet package setup without leaving the old identity in relevant references.
