### Issue description
We need to set up the fuzzing test for apisix-ingress-controller, we already have [fuzzing test](https://github.com/apache/apisix/blob/master/.github/workflows/fuzzing-ci.yaml) for Apache APISIX, in apisix-ingress-controller, we focus on the test for the controller itself.
