Moderators and Admins should have the ability to moderate users.

## Describe the solution you'd like

Add a tab to each user's profile allowing moderators and admins to disable/re enable certain functions for the user.

- answering questions
- commenting
- flagging
- voting

## Describe alternatives you've considered

The suspend user function can be used to disable a user for a period of time but this is only available to admins not moderators and fully disables the user.

Start by tracing the existing suspend-user function and the user profile tab implementation. Clarify how moderator permissions and each listed function should be represented, then define the expected behavior for disabling and re-enabling each function before implementation and testing.
