## Describe the bug
When following tags, users do not receive notifications for new questions tagged with those tags. Notifications for other events, like answers to the user’s questions, work correctly. This feature appears to be unimplemented or broken.
### To Reproduce
Steps to reproduce the behavior:
1. Log in to your Apache Answer account.
2. Follow one or more tags (e.g., python).
3. Ensure that notifications for followed tags are enabled in your notification settings.
4. Wait for a new question to be posted with the followed tag(s).
5. Observe that no notification is received about the new question.
6. (Optional) Verify that you do receive notifications for other events, like answers to your own questions.
### Expected behavior
When a user follows one or more tags and enables notifications for them, the user should receive timely notifications whenever a new question is posted with any of those followed tags.
