AIP-68 Share url params with plugin

### Description

Try to share plugin state up to the Airflow UI's url params in order to make it easy to link to or reload a specific part of an advanced plugin.

For an iframe plugin, if its a larger webapp, try to persist it's url state as a `pluginState=` param so that the user can easily return to that specific part of the plugin.

For a react plugin, we could explore doing something similar to send more than just dagId, runId, taskId, mapIndex
