CLI Command to List All Failed/Running DAGs without specificing DAG IDs

### Description

Currently, retrieving a list of all failed DAG runs across all DAGs requires scripting and iterating through each DAG ID using `airflow list_dag_runs`[1]. This process is cumbersome and inefficient for users who need a quick overview of failed DAGs. In airflow UI we do have an filter to list down all the Failed/Running DAGs

* Quickly identifying failed DAGs for operational monitoring and troubleshooting.
* Simplifying the process for users who are not comfortable with scripting.

Start with the existing `airflow list_dag_runs --state failed ` command and compare its behavior with the Airflow UI filter for failed and running DAGs. Define the command behavior when no DAG ID is supplied, including supported states and the output needed to list matching DAG runs across DAGs.
