Issue #3857 suggests that it should be possible to change the hosting goal of a table when imported. I think the suggested approach would be to add config for import that allows a new hosting goal to be set that would take precedence over what is present in the export table file.
An alternative approach was suggested which was to make the export table file human readable so that it could just be changed manually before using it to import. For this to happen, it would be best to make a new version of the file format which is human readable to make this manual change possible/easier.
I am not sure of the implications of creating a new file version for export table so wanted to make a ticket to create discussion around this idea.
