Add metric for failed minor compactions

Add metric and then use it in the HalfClosed*IT's to confirm that minc's are failing before making corrections that allow the minc's to complete successfully. Based on [this](https://github.com/apache/accumulo/pull/3677#issuecomment-1675257235) comment.

Start with the linked pull-request comment, then locate the HalfClosed*IT integration tests and the minor-compaction metric instrumentation. Done means the tests can confirm that minor compactions fail before the corrective step and complete successfully afterward.
