Backport candidates for potential 2.2

This issue exists to track potential 3.0 changes that may motivate a 2.2 release. However there may never be a 2.2 release if there are not enough issues. See this [discussion](https://github.com/apache/accumulo/pull/3088#discussion_r1027114511)

* #3083 adds a new property. Its currently slated for 2.1.1. If 2.2.0 was considered before 2.1.1 was released, then this could of course go along for the ride.

Review issues #3088, #3090, and #3083, along with the linked discussion, to understand which changes might justify a 2.2 release. Done means the candidate list and release decision are resolved, but the issue does not define a concrete implementation task.
