Automatically scale up & down Fluo workers based on workload

Description
Building on #455, it would be nice if Fluo applications could automatically scale up & down their number of workers based on the number of notifications waiting to be to processed. Users could place limits on the auto-scaling by setting a min & max number of workers in `fluo.properties`.
