get_data_segment error message not helpful

if you give it hdf data but ask for channels or timepoints that are outside of the range of the file, you get the error:

`OSError: Can't read data (selection + offset not within extent)`

It would be helpful to have some more helpful warnings about the channel or time selection being too small or large.
