current aopy.visualization.plot_targets can plot 3D targets but does not allow interactive viewing like rotate axe etc/
plotly supports this interactive viewing. an example is here https://stackoverflow.com/questions/38364435/python-matplotlib-make-3d-plot-interactive-in-jupyter-notebook
