[Feature Request] Add Top commits stats

### Introduction

So there is a nice repo that lists the top committers in the world and also by county: https://github.com/lauripiispanen/most-active-github-users-counter
Development doesn't continue in that repo and sometimes their servers are down, so there is an alternative here: https://github.com/ashkulz/committers.top

### Inspiration
One developer used the alternative repo I mentioned above and created this repo: https://github.com/fbiego/commits-top-badge the look is really similar to `github-readme-stats`(Please check README to have idea how it looks), but unfortunately the repo is unreliable and stats are not show time to time due to hosting related issues.

### Desire
I think that will be a great feature if we can bring the https://github.com/fbiego/commits-top-badge into `github-readme-stats`, the design is already matching with `github-readme-stats`'s design and I am sure that this new component will be used by many developers.
