Should hsort URL services like `bre.is` be whitelisted here?

It's a short URL service(Homepage: https://bre.is/), like other short URL services, very common to be leveraged to spread some bad things behind, then been blocked by various blocklists.

For example:
- https://phishing.army/
- https://github.com/Ultimate-Hosts-Blacklist/
- https://github.com/mitchellkrogza/Phishing.Database (whitelisted now, see: https://github.com/mitchellkrogza/Phishing.Database/issues/288)

Not sure if it's the case can or should be whitelisted here?
