Description

Claude Code stopped with a Usage Policy refusal while helping prepare my own Windows PC as a development server. The immediate task involved staging VirtualBox and Ubuntu Server downloads from Oracle and Canonical, with hash/signature verification and a 10 GiB download cap.

A subsequent local inventory found the staging directory empty. The exact commands immediately preceding the refusal have not been recovered, so I cannot provide a complete reproduction sequence.

Expected result

Assistance with ordinary development-machine preparation, subject to normal permissions and safety checks.

Please review whether this was a false positive and explain the appropriate resolution. I do not know what the [bio] detail code means.
