[BUG] 파일 첨부(zip) 카드에 다운로드 버튼이 표시되지 않음

### What's Wrong?

파일 첨부(zip) 카드에 다운로드 버튼이 표시되지 않음

OS: Windows 11 Pro (10.0.26200)
앱: Claude 데스크톱 앱
발생 시작 시점: 2026년 9월 16일경부터

### What Should Happen?

< 증상 >
Claude가 대화 중 파일(zip)을 첨부해서 보내면, 파일 카드는 정상적으로 표시되지만 다운로드 버튼(아이콘)이 안 보임
카드를 클릭해도 아무 반응 없음
같은 세션 내에서 같은 방식으로 여러 번 다시 전송해도 동일하게 재현됨
앱을 완전히 종료 후 재실행해도 동일하게 재현됨
예전(같은 앱, 같은 방식)에는 정상적으로 다운로드 버튼이 보이고 클릭하면 다운로드됐음

< 재현 방법 >
Claude Code(또는 데스크톱 앱)에서 파일을 생성/첨부해서 채팅에 전송
채팅에 표시되는 파일 카드 확인
다운로드 버튼(아이콘)이 안 보임 → 클릭 불가

앱 재시작 → 동일 증상
같은 파일 여러 번 재전송 → 동일 증상
스크롤해서 카드 다시 그려보기 → 동일 증상

1. Claude 데스크톱 앱(Code 탭)에서 파일을 생성/첨부해서 채팅에 전송
2. 채팅에 표시되는 파일 카드 확인
3. 다운로드 버튼(아이콘)이 카드에 표시되지 않음
4. 카드를 클릭해도 아무 반응 없음
5. 같은 파일을 여러 번 재전송해도, 앱을 재시작해도 동일하게 재현됨
