**Bug Description**
❯ /bug My weekly usage limit reset on Friday and on Saturday I started a large agentic workflow that used a lot of tokens.
It ran into the 5-hour window budget limit twice, but in those two 5-hour limits it filled the entirely weekly usage
limit. Something about that math seems off. In theory, shouldn't any given 5-hour limit only be able to use up some
fraction (I'd imagine 10~20% or so) of weekly usage? Also
