[Bug] Artifact publish/watch events no longer trigger session wake

**Bug Description**
Publishing and artifact no longer wakes the session that created it or is watching it. Tried about 15 different ways from different accounts, networks, etc. I created an artifact here to test a capability that was working earlier this week and discovered it no longer works. The comment path to wake the session DOES still work, but I was working with sessions under another account earlier this week running multiple artifacts with two way communication using the publish feature and they all broke.
