[Bug] Goal fork creates infinite loop in active session

looks like when forking an active goal session it messes up the fork. its stuck on a loop

Reproduce the issue in Claude Code 2.1.272 on darwin with an active goal session, then fork that session and observe the loop. Use feedback ID 4d168053-80e8-4924-9da6-6968b584d688 while tracing the fork flow; done means the fork completes without becoming stuck in an infinite loop.
