Description
Currently there's no way to define a set of user instructions/preferences once and have them apply both in Claude Code (via `CLAUDE.md` / `settings.json`) and in the claude.ai / Claude Desktop app (via profile custom instructions). Users who want consistent behavior across both surfaces have to manually maintain and copy the same content into two separate places, with no sync mechanism.
Request: support importing/syncing custom instructions (similar to the existing `syncClaudeAiSkills` skill-sync behavior) so a single set of user-level instructions can apply across both Claude Code and claude.ai/Desktop.

Research direction
Start by tracing the existing syncClaudeAiSkills behavior and how user-level instructions are represented in CLAUDE.md and settings.json. Done means one user-level instruction set can be imported or synced so consistent behavior applies in Claude Code and claude.ai/Claude Desktop without manual copying.
