Description
PreToolUse Hook is not getting fired for certain tools.
1. Im using playwright mcp tools, the tool named mcp__playwright-test__planner_save_plan is not getting fired inside the PreToolUse Hook.
2. Some tools always need permissions even though I had given it inside the allowed tools.
