Bug located in Prime Server start -- prime server needs cfd pre license

### 🐞 Description of the bug

Is there any way to actually mention which license should the server use or to set any priority as which license will be used by the prime server.

many of the pyansys modules try to use the first available license, overall there should be a mechanism to choose the license, in some cases it is possible to send extra arguments to the server, but I did not find anything in case of Prime

make sure you only have structural licenses
start prime - either standalone or using pyprime

Start at the Prime Server startup path, either standalone or through pyprime, and reproduce the behavior with only structural licenses available. The issue does not name a file or test, so first determine where Prime selects its license and clarify the expected priority or selection mechanism. Done should mean the server can use an explicitly chosen license or documented priority and the structural-only scenario is covered.
