General Interface as MOPSolver

### 📝 Description of the feature

It would be handy to have a general interface to solve Surrogate omdb's from inside pyOSL.

The current MOPSolver.dll solution is neither reliable nor robust in python environments. So having that functionality inside the PyOptiSLang module would be a huge step forward in usability of surrogate models inside pythonic projects
