[infra][task] Move image build job steps logic into a single-job `reusable-build-manylinux-container-image.yml`

(though, I'm wondering if this will evaluate to the same value for all the jobs or not)

@Jakuje it may be time to move the logic into a single-job `reusable-build-manylinux-container-image.yml` with the matrix that the triggers remaining here if that ends up being the case.
