This is to reopen #26051, except that I propose that the new variable be called OPENCODE_EXTRA_CONFIG_DIRS rather than OPENCODE_CONFIG_DIRS because the latter looks very similar to the variable OPENCODE_CONFIG_DIR at a glance.
