Description
The opencode harness NEVER reads its agents.md before responding or starting a task. I tried putting it in the project its is working out of and in the global location. None of them are being read. This is a BIG ISSUE!

Steps to reproduce
put agents.md in every possible place its default behavior is supposed to pick it up from. Have it perform a specific task that requires explicit knowledge from those agents.md file.
watch it waste tokens and go on a merry ride.
