Add agent skills for usage and development

With us building an API client on top of the REST framework we should consider adding [agent skills](https://code.claude.com/docs/en/skills) which will enable Agents like Claude to use the library better for code generation.

Additionally we should consider adding skills for agents to contribute code such as PR templates, code standards etc.

I really like @mitchellh's [AI_POLICY](https://github.com/ghostty-org/ghostty/blob/main/AI_POLICY.md) and how @ghostty-org views AI generated contributions.
