Earlier:
"If you leave the steps blank, the card will skip relearning, and will be assigned
a new review delay."

Depending on the stability of the card and the DR, FSRS can assign cards an interval of 1 day or more by switching the card to the Review card status. Or he can leave the card in the Relearn card state and give an interval of 1 day or less.
