Merge note types not updating until after restart?

I can't reproduce the issue mentioned in the initial report, but I am seeing the note is skipped on the second import, so the third field doesn't get filled in. Is that expected @RumovZ?

Start with the linked forum report and example.zip, then reproduce the note-type merge by performing the import twice. Trace why the note is skipped on the second import and why the third field is not filled; done means the expected merge behavior is reproduced and covered by a regression test or clearly documented as expected.
