Scalability for all Images

Start by reproducing the issue in Anki Desktop on Windows: paste a small image into a field using the Browse tool, click it once, then double-click it. Trace the image-editing entry point reached by that interaction; done means images around 125x125 or smaller can enter scale mode and be drag-scaled.
