Different ways to apply for a program

**Is your feature request related to a problem? Please describe.**
I can think about 2 scenarios on how the applying for programs feature will be used:
1. Finding programs from bridge in tech and applying for specific programs
2. Already enrolled in a program but wants to find a mentor under that program using BIT

**Describe the solution you'd like**
In scenario 1: The application for different programs may look different. for example, GSOC application will look different than some other program oriented towards developing leadership skills. So would it be ideal to have external links for each program application?

In scenario 2: The user does not have to apply for the program again but can use some identifier or a check to confirm that they have already applied or is currently enrolled.

**Outcome**
The deliverable for this issue would be an md5 file with screenshots and documentation on how this can be implemented in the backend.
