Description

Go https://material.angular.io/components/progress-spinner/overview

On chrome it takes quite a lot CPU resource (20-30% on my MacBook) while on Safari it almost takes nothing.

There seems like there has been an issue (#1511) before that has been fixed on other browsers, however, it is still not working on Chrome.

Reproduce the spinner from the progress-spinner overview at https://material.angular.io/components/progress-spinner/overview in Chrome and Safari, then compare CPU usage. Read the prior fix referenced as issue #1511 and verify that the Chrome case is addressed without regressing the Safari behavior.
