Research direction

Start with the linked Bazelisk incompatible-flags CI builds for Ubuntu 18.04/OpenJDK 11 and Ubuntu 16.04/OpenJDK 8, then identify which Android testing samples fail under --incompatible_load_cc_rules_from_bzl. Done means the affected samples work with Bazel 1.2.1 and the incompatible flag enabled.
