Follow up to https://groups.google.com/g/android-ndk/c/eTlw-eA3AvA/m/P6cmSA3nAwAJ. The NDK's toolchain file (and ndk-build) enable these features by default, but the toolchain build doesn't use that file when building the runtimes.
