Passkey codelab doesn't work ("The incoming request cannot be validated")

I tried to follow [Android Passkey codelab](https://codelabs.developers.google.com/credential-manager-api-for-android#3) steps.
But when trying to create new account I am receiving an error:

createPasskey failed with exception: The incoming request cannot be validated

This reproduces for both [credman_codelab](https://github.com/android/identity-samples/tree/credman_codelab) branch.

Can anyone from the google team help with that?

Android version: 11
