Trying to run the app at Step 2, I get this:

Are you sure that the code you proposed by execute this:
$ git clone -b start_kotlin https://github.com/googlecodelabs/android-workmanager

is up to date?

Start by reproducing Step 2 from the start_kotlin branch using the reported Android Studio Dolphin version and capture the complete Gradle dependency-resolution output.
