ability to set maximum file size of entire music library

Users should be able to specify a maximum file size for their music library, and then when users try to upload songs in excess of this value they get an error that says "music library is full". This would be nice for demo.groovebasin.com for one, and it would be a simple security measure to protect against a malicious anonymous user filling the entire hard drive of the server.
