Now playing event should wait until the song is actually playing

if groovebasin is paused, hitting next a bunch of times will spam the events tab with "now playing" messages. It seems better to wait until the song is actually playing before announcing that. Then we can collapse all the "chose a different song" messages into just one, and we've gone from O(n) to O(1) messages.
