Fire can be broken in the Arena in game.

**Describe the bug**

Fire can be broken in the Arena.

**To Reproduce**
Steps to reproduce the behavior:

1. Create an arena.
2. Make a fire on a Netherrack.
3. Enable this arena.
4. Enter this arena as a player.
5. Press left key to the fire.

**Expected behavior**

The fire is not broken.
