Configurable Heal Pool particle amount

**Is your feature request related to a problem? Please describe.**
Some of my players are reporting FPS issues due to the high particle count spawned by the heal pool upgrade.

**Describe the solution you'd like**
A config option to specify a more reasonable amount of heal pool particles.

**Describe alternatives you've considered**
I don't think there is much of an alternative and providing a config option would be the best solution.

Way too many particles
