Offer View on Map after successful submission

## Context
After a successful library submission, the plan defers a `View on Map` action. This would close the loop from submission to discovery.

## Scope
- Add a success action that takes the user to the map centered near the submitted library.
- Decide how to represent pending submissions that may not be public yet.
- Keep the existing form reset behavior predictable.

## Acceptance criteria
- Success confirmation offers a useful map action.
- The map opens near the submitted coordinates or explains pending visibility clearly.
- Existing submit tests are updated for the new flow.
