Windows binary builds of grant / Windows as a supported platform

**What would you like to be added**:

A Windows binary as part of the release process.

**Why is this needed**:

* Parity/consistency with our other tools: syft and grype both have Windows binary builds
* Access to run grant on the most popular desktop OS

Start by inspecting the repository's release and binary-build configuration, then compare how syft and grype produce Windows binaries. Done means the release process builds and publishes a usable Windows grant binary alongside the existing platform artifacts.
