Enhancement: Add new contributors section to release notes

**What would you like to be added**:

It would be really nice to thank new contributors explicitly in the release notes, maybe looking like how https://github.com/lidatong/dataclasses-json/releases does it.

**Why is this needed**:

Our contributors are awesome. It would be great to celebrate new contributors!

**Additional context**:

No file or test is named; start by tracing Chronicle's changelog generation from its GitHub pull-request and issue inputs. Done means generated release notes contain a distinct section thanking new contributors, following the linked dataclasses-json example closely enough to make the result recognizable.
