[Discussion] build a linear algebra to cuda compiler

Hello,

The idea of this issue is to initiate a discussion about the a linear algebra to cuda compiler. It would standard linear algebra to sparse linear algebra to cuda.

Maybe @mmirman can start by talking about the purpose for this project. He mentioned on discord in response to a question I had.

Some questions I have:

1) Are we building a small linear algebra language? What are linear algebra computations are we supporting?

2) Are we supporting other backends other than cuda?

3) What are the use cases for this particular compiler? How do we expect the users to use this compiler?
