Error when trying to downgrade

What steps will reproduce the problem?
1. run the code
2. press yes to a downgrade choice
3. error

What is the expected output? What do you see instead?
Expect package to be downgraded, instead I get:

What version of the product are you using? On what operating system?
hg version, on kubuntu saucy.
